Phipps & Howell, founded in 1965, has a state-wide practice in complex governmental issues, primarily state and local taxation. The firm handles ad valorem taxation throughout Florida and litigates excise tax and other administrative issues at all administrative and judicial levels. The firm also does insurance and healthcare defense litigation. Mr. Phipps holds the CMI designation in property tax and is a Director of the Florida Council of Property Tax Lawyers.
